Knowing your organization's cultural entropy - the measure of productive work relative to the amount of unproductive work, lack of accountability, poor communication, poor collaboration, fear-based structures/policies, silos, lack of trust, to name a few -  is key to improving performance management.   Simply put - there is how you say things will get done and how they really get done.
